Bylaws & Governance

R9HSA is a private, not-for-profit membership organization of the 215 Head Start grantees, delegates, and community partners in the states of Arizona, California, Hawaii, Nevada and Pacific Region, which provides Head Start and Early Head Start services to more than 130,000 families annually.

Membership in the association is comprised of agency memberships.  All employees of that agency receive membership benefits.  

R9HSA is governed by a 29-member Board of Directors consisting of six individuals from each state.

R9HSA is an affiliate member of the National Head Start Association (NHSA).
