Early Impact: Quality Improvement Summit – Speakers



Dr. Robert Maurer – Keynote Speaker

As the Director of Behavioral Sciences for  Providence Family Medicine and a faculty member with the University of Washington School of Medicine, Dr. Maurer has studied  how individuals, families, and organizations sustain their excellence in health, relationship, and work. He is also an Associate Clinical Professor at the UCLA School of Medicine.  He has served as  a consultant to Walt Disney Studios, the US Air Force and Navy, Costco,, American Express, Four Seasons Hotels, Make-A-Wish, and Habitat for Humanity.  He has published several popular books, translated into over twenty languages, including The Spirit of Kaizen.


Stuart Jones – Lead Presenter

As Partner/Project Director of Acorn Evaluation, Stuart Jones helps Head Start/Early Head Start grantees throughout the country implement practices that align with the Head Start Program Performance Standards, through management consulting, data-driven decision making, and program evaluation.  He bring expertise in continuous quality improvement, backed by data visualization and analysis.

Stuart previously spent 15 years working as a professional evaluator, focusing on organizations that serve the early childhood community. His experience includes serving as Senior Research Associate and Co-Project Director for the organization-wide evaluation of First 5 San Diego. He also worked as an external evaluator with several school districts and their federal Even Start Early Literacy programs, measuring the impact of child and parent based interventions to prepare children for kindergarten.

Stuart served on staff at Rady Children’s Hospital, San Diego, as a Senior Research Associate coordinating evaluation efforts related to First 5 San Diego’s Healthy Developmental Services Initiative (HDS), and following that joined the San Diego County Office of Education’s team as external evaluator, providing technical assistance and support to their First 5 San Diego Quality Preschool Initiative (QPI) team. In 2012 he formed Acorn Evaluation to further the goal of providing quality evaluation and consulting services to the Head Start/Early Head Start community.

Stuart is a graduate of the University of California, San Diego, has a Master’s degree in Developmental Psychology and a broad background in statistics, analysis and reporting.


Peter Huffaker – Lead Presenter

Peter Huffaker is a founding partner of CCR Analytics, a company that specializes in helping early education agencies get the most value from the data they collect.  He has a broad background spanning both the for-profit and non-profit sectors.  He specializes in the use of data and analysis to inform management decisions.  He holds an MBA and an MSW, from the University of Chicago.


April Morris – Co-Presenter

April Morris is a founding partner of CCR Analytics. Prior to starting CCR Analytics in 2006, April was a Senior Data Analyst at child care non-profits Crystal Stairs and Child Development Resources of Ventura County. She specializes in quantitative and statistical analysis for the child care sector. She holds a Master’s degree in Applied Economics, with an emphasis in Quantitative Analysis and undergraduate degrees in Mathematics and Economics from the University of California Santa Cruz.


Hedy Chang – Lead Presenter

Hedy Chang directs Attendance Works, a national and state level initiative aimed at advancing student success by addressing chronic absence. A skilled presenter, facilitator, researcher and writer, she co-authored the seminal report, Present, Engaged and Accounted For: The Critical Importance of Addressing Chronic Absence in the Early Grades, as well as numerous other articles about student attendance. Deeply committed to promoting two-generation solutions to achieving a more just and equitable society, Hedy has spent more than two decades working in the fields of family support, family economic success, education and child development. She served as a senior program officer at the Evelyn and Walter Haas Jr. Fund and as co-director of California Tomorrow, a nonprofit committed to drawing strength from cultural, linguistic and racial diversity. In February 2013, Hedy was named by the White House as a Champion of Change for her commitment to furthering African American Education.
