Hawaii and the Pacific Region

Head Start Enrollment 5,635

The only state comprised entirely of islands in the United States, Hawaii is geographically considered part of Polynesia. Hawaii has a de facto population of more than  1.4 million, due in part to a large number of military personnel—estimated at more than 42,000—and tourist residents.

In 2014-2015, there were 12,807 at-risk children under age five in Hawaii. Of those, only 53% of three- and four-year olds had access to Head Start. And only 6% of children under three had access to Early Head Start. In the state, there are just seven Head Start programs working hard to meet the needs of the 3,200 children and a total enrollment of more 3,600 adults in adult education, workforce training, parenting and dual-language classes.

In the Pacific Region, the islands of American Samoa, Guam, the North Marianas and Palau also have Head Start programs. In the remote corners of Polynesia, the Pacific Region is composed entirely of islands and atolls that can only be reached by air or sea. Hawaii, for instance, is some 2,000 miles away. Gross domestic product was estimated at $7 billion for the region by the 2013 World Factbook—with tourism, military bases, construction, subsistence agriculture and fishing being the dominant industries.
