The Region 9 Head Start Association (R9HSA) is a not-for-profit membership organization established to address issues related to at-risk families and to support and represent the interests of Region 9 Head Start programs.  Members of the association are organizations who are funded to deliver the following services: Head Start, Early Head Start, Migrant Head Start, Tribal Head Start, and Early Head Start Child Care Partners.  The Association is led by a of board of directors, who work for Head Start agencies and corporations from Arizona, California, Nevada, Hawaii, and the Pacific Region. It is the largest geographical region in the United States and serves more than 150,000 infants, toddlers, preschool children, and their families.  The leadership of the Regional Office and Regional Training and Technical Assistance are key collaborators in serving the community.

R9HSA believes:

  • Every child, regardless of circumstances at birth, deserves an opportunity to succeed in school and life. Parents who meet their own goals and regularly engage in their child’s education as volunteers help ensure that the learning process is a success.
  • Becoming informed about effective practices and alternative strategies for a child’s nurturing at home and in school empowers program staff, community partners and volunteers engaged in the Head Start community.
  • When children’s physical, social, emotional, and cognitive development are nurtured, they become capable adults.

R9HSA has offices in Sacramento, CA for its staff.  Under the direction of Edward Condon, the R9HSA staff provide the membership, the broader Head Start community and program allies with a variety of services.  R9HSA helps the helpers. They provide services, tools, and resources to advance the work of our local program located in Arizona, California, Hawaii and the Pacific Region and Nevada.

Membership Services: R9HSA provides services to the community utilizing three approaches: Collaboration, learning, and advancement.

  • Drawing up and together the power of local programs, R9HSA utilizes a variety of collaboration tools to build connections between and among program leaderships, external allies, and like-minded organizations. From gatherings by agency leaders by role or by topics, R9HSA seeks to build communities and connections to leverage limited agency resources.  In both regular times and in response to emergencies, R9HSA use the power of its members to solve problems. R9HSA seeks out opportunities with State and Federal partners to address regional issues such as Mental Health, services to families experiencing homelessness and staff recruitment and retention.
  • As a leader among learning organizations, R9HSA develops and delivers a wide range of professional development resources. Annually, R9HSA engages over 1500 individuals at networking and training events as well as over 5000 using on-line learning tools.  Core element to all our events is the hosting of Regional Office staff and Regional Training and Technical Assistance Specialist to advise, train and network with grantees. Through a partnership with continued.com, R9HSA bring forward a deep learning library for staff at every level.  In addition, R9HSA annually develops on-line course content for members to be consumed live and on-demand. 
  • Lifting up what works in Head Start is job one for R9HSA. Our mission to advance our member community is expressed in associations programs. R9HSA raised and distributed over $50,000 dollars in scholarship funds in 2020.  Our communication platforms engage a wide variety of partners to give witness to the impact of the work in their local communities.  Pushing engagement beyond the early education community to business, law enforcement and human services.

Contract Services:  R9HSA support agencies in our membership community with additional services to support their mission and delivery of services.

  • Professional Development training event management is available as contracted resource to Head Start, Early Head Start and child development programs seeking event management services who have deep content knowledge and combined with adult learning strategies. R9HSA has work with the California Department of Education, Early Learning and Care Division to host their Early Head Start – Partners, Providers and Parents Conference.
  • Leadership Workshops – The Leadership Challenge and Leadership Practices Inventory workshops are provided to local programs through both open registrations event as well as contracted events. R9HSA has worked with the Tulare County Office of Education, Kings Community Action and Crystal Stairs Head Start, Early Head Start to offer agency wide trainings.
  • Strategic Planning and Facilitation services are offered through R9HSA as a service to member agencies on a variety of topics. Santa Clara County Office of Education, YMCA of the East Bay and Pacific Clinics Early Head Start of utilized this service.
  • Marketing and co-hosting of similar events is a service R9HSA provides to commercial organization for both a fee and on a commission basis. Through our position, R9HSA is in a unique position to represent the resources and products to our member organizations.
