A Pooled Employer Plan (PEP) for Head Start Agencies

We are excited to announce the creation of the Head Start Retirement Program, a new Pooled quality, compliant, and cost-effective retirement plan solution for Head Start organizations of all sizes.

The Head Start Retirement Program is sponsored by Group Plan Systems, a leading provider of retirement services for nonprofits. The plan is administered by Voya Financial, one of the largest defined contribution recordkeepers in the country. Investment advisory services are provided by Alera Investment Advisors, a 3(38) investment fiduciary under ERISA.

The pooled employer plan focused on 403(b) nonprofit educational programs is sponsored by GPS, with investment fiduciary services from the Alera Investment Advisors. Read this article from Plan Adviser.

3(38) Investment Fiduciary

  • Written acceptance of fiduciary status
  • Develop fund lineup to leverage mega-plan priced investments
  • Maintain investment policy statements (IPS)
  • Provide ongoing monitoring of fund lineup and modify as prudently necessary

 

Administrative Support

  • In coordination with Voya, provide participant notice fulfillment services
  • Interpret and provide plan documents
  • Ensure plan document is in compliance with IRS and Department of Labor requirements
  • Complete required compliance testing services
